I’d be glad to hear what Medium has to say on the subject. I’m thinking it may have more to do with the bug than with the pub. All pubs have a different relationship with the partner program. Some get revenue from the program and others do not. It is important to know how your pub relates with the program and make choices as a result of that discovery.
